KYIV, Ukraine, 20 October 2026 — Molfar Intelligence, a Ukrainian private intelligence company, has formalised a strategic partnership with IN2, a UK-based research-led strategic communications and behavioural change consultancy, combining verified open-source intelligence with behavioural science, narrative analysis, and the identification of coordinated information threats.‍

The partnership brings together Molfar’s open-source intelligence and forensic verification capabilities with IN2’s expertise in behavioural science, narrative mapping, cyber security, and strategic communications. Together, the two companies will combine multi-source verification with analysis of the actors, behaviours, and influences shaping the information environment.

At the centre of the collaboration is a shared problem. As open information becomes cheaper to produce and easier to manipulate, verification increasingly becomes part of the intelligence problem itself. The value of an assessment depends not only on how much information can be collected, but on what is authentic, what can be corroborated across independent sources, and what the available evidence actually supports. The partnership extends that verification layer with behavioural and narrative analysis, helping organisations understand not only whether information is credible, but how it is being used to influence audiences and decisions.

For Molfar, the partnership builds on existing work around information threats, from investigative casework to the development of dedicated tools for monitoring and analysing coordinated disinformation. The partnership formalises several months of collaboration between Molfar and IN2, following joint work for mutual clients.

“In modern conflict, information is weaponised at unprecedented speed,” said Artem Starosiek, CEO of Molfar Intelligence. “Combining Molfar's verified OSINT with IN2’s audience insights and communications expertise raises the bar for how organisations detect and dismantle covert influence operations.”

Paul Tilley, Founder and Managing Director of IN2, added:

“Information and intelligence alone are not enough to achieve advantage in today’s complex information environment. We need to understand the actors, behaviours and influences shaping that environment, how audiences think and behave, and where vulnerabilities and opportunities exist.
“Our partnership with Molfar brings together the capabilities proven in complex, high risk environments that will deliver this understanding. Behavioural science and strategic communications will then help shape the information environment, delivering measurable impact on perceptions, decisions and behaviour.”

What the Partnership Means for Clients

For clients, the partnership brings open-source verification, behavioural analysis, and the analysis of information threats into the same engagement. Instead of treating intelligence collection, audience understanding, and coordinated manipulation as separate problems, Molfar and IN2 can examine how information is sourced, corroborated, distributed, and used to influence behaviour within the same analytical process.

This is particularly relevant where decisions depend on fragmented or contested open information. Clients can draw on multi-source verification alongside analysis of coordinated information activity, helping them distinguish credible evidence from misleading, manipulated, or unverified information.

Molfar Intelligence and IN2 will work with governments, international institutions, and corporate partners, with each engagement shaped around the specific intelligence question, operating environment, and type of information risk involved.

About IN2

IN2 is a research-led strategic communications and behavioural change consultancy built for complex, high-stakes environments.
