Swarmer and Molfar Partner to Integrate Verified Intelligence Data for Autonomous Systems

On October 29, 2025, Molfar Intelligence took part in the IV Annual Ukrainian Infrastructure Forum, held in London. The event brought together investors, developers, policymakers, and experts focused on rebuilding and modernising Ukraine’s infrastructure in the context of war and post-war recovery.
Molfar Intelligence was represented at the forum by James Westlake, Head of Molfar’s UK Office. He spoke during the Second Session, dedicated to Financing and Investment in Ukraine’s Infrastructure, offering a perspective rooted in intelligence, risk analysis, and information-driven decision-making.
James Westlake emphasised that many of today’s infrastructure challenges are not purely technical. While engineering expertise is critical, successful infrastructure projects increasingly depend on the ability to identify trustworthy partners, manage operational and political risks, and ensure transparency throughout the investment lifecycle.
As he notes, unreliable counterparties, hidden affiliations, and non-transparent ownership structures can undermine even the most technically sound projects. In a country affected by war, these risks are amplified. Molfar Intelligence’s work focuses on addressing precisely these challenges, transforming open data and investigative analysis into practical tools that help investors and developers make safer, more informed decisions.
James Westlake’s contribution aims to complement the insights of engineering and construction specialists by highlighting how accurate information and structured risk assessment make projects investable. By reducing uncertainty and increasing trust, intelligence-driven approaches help unlock capital and accelerate construction efforts.
