The scheme of the occupying power in the Kherson region was considered, which includes a total of 685 representatives of the Russian government, Russian military and local collaborators. We checked a total of 405 people, including 240 representatives of the occupation authorities added to the scheme in comparison with its previous version, as well as selectively – 165 people who were present at the previous version.

Of the 240 representatives of the occupying power added to the scheme in comparison with its previous version:

• sufficient confirmations of belonging to the occupying power were found for 142 (59.17%);
• found mentions in various sources, which, however, are not convincing enough for 39 (16.25%);
• no confirmation was found for 59 (24,58%).

Of the 165 randomly checked persons who were present at the previous version:

• sufficient confirmation of belonging to the occupation authorities was found for 103 (62.43%);
• found mentions in various sources, which, however, are not convincing enough for 42 (25.45%);
• no confirmation was found for 20 (12.12%).

In general, out of 405 verified persons:

• sufficient confirmation of belonging to the occupation authorities was found for 245 (60.49%);
• found mentions in various sources, which, however, are not sufficiently convincing for 81 (20%);
• no confirmations were found for 79 (19.51%).

Also, in the process of verification, errors were found regarding 67 persons included in the scheme (16.54% of all checked), including regarding 34 persons added to the scheme (14.17%). Among the errors:

• incorrect spelling of surnames, first names and patronymics;
• wrong years of birth;
• incorrect or irrelevant "position";
• entering into the phone scheme of third-party people who are not collaborators and live in other regions, sometimes – entering the data of 2-3 different people with the same or similar names.

Formation of the scheme

Presumably, to create the scheme, the Myrotvorets base was taken as the basis, after which collaborators were searched for on the news and according to reports from local residents of Kherson.

Out of 453 people on the scheme, 111 people (~25%) were analyzed, of which 98 (~88% of the analyzed people) are in the Myrotvorets database. Of the 13 people who are not listed there, 4 were mentioned in the news as collaborators. About the 26 analyzed were not found from open sources to confirm cooperation with the occupying forces.

• Kalinichenko Nikolai Yuryevich (1983, +380996440141, skype: batushka1983) – priest of the UOC-MP in Skadovsk. Not in the Myrotvorets database. In the article VestiRU in May 2022, Archpriest Nikolai Kalinichenko is mentioned about the “liberated Kherson region”, who states that he “sold the apartment, the car and, together with the parishioners, began to build a new church.” The clergyman says that "the Ukrainian administration did not contribute to the strengthening of the Orthodox faith in the Kherson region."

Genichesk

• Viktor Petrovich Razumny (02/01/1976, +380956388504, MO740377) – head of the administration of the Genichesk city territorial community, originally from the Russian Federation, is in the Myrotvorets database. 
• Nimetullaev Seytimur Nuridimovich (06/10/1952, +380934429621) – is wanted by the Security Service of Ukraine under the article encroachment on the integrity of Ukraine. Available in the Myrotvorets database. He considers February 24, 2022 a holiday, he returned from Crimea to Genichesk after the Russian invasion. The son of Nimeitulaev, Nimetullaev Rustem Seytumerovich (05/30/1978, FB) – is engaged in the import and sale of fuel from the Crimea to the Genichesk, Novotroitsky and Ivanovsky regions. Signed in the phone books as “Sergei Gasovschik”, previously worked as a loader at the Zollex Group chemical plant. In May 2022, he became the “press secretary” of the “military-civilian administration” created by the Russian occupiers. Available in the Myrotvorets database.
• Karamalikov Ilya Mikhailovich (FB, FB2, +380508863088) – Deputy of the City Executive Committee of the party "We Live Here" Mayor Igor Kolykhaev. According to the scheme, the SSU was detained. According to the article , during the war he provided the enemies with information about Ukrainian patriots in the region, settled the Russian military, and the SSU is conducting a pre-trial investigation against Karamalikov. According to another article, he was detained when he tried to leave the territory of the Kherson region for Odessa.
