The chief economist of the Russian Federation, Elvira Nabiullina, is one of the fundamental pillars of the Putin regime. She seeks and finds money to continue Russia's full-scale aggression against Ukraine. For this, she commits financial fraud and various crimes involving Russian special services. In addition, Elvira Nabiullina is actively working to return frozen international assets to the Russian Federation, which amount to approximately $300 billion. She even reports on the first successes in this direction, which do not actually exist. At the same time, she openly and publicly rejoices in the fact that Western economists have managed to identify only a third of the frozen assets. She plans to use the unidentified money as "a strong negotiating position in a conversation with unfriendly countries."
To understand Ms. Elvira's appetites: together, the Nabiullina family owns 5 apartments and another room in Moscow, a 2-storey house in Moscow, a 1,500 m² land plot and a 326.1 m² dacha in the Moscow region, along with a couple of other plots, which are known only by their cadastral number. Biography of Elvira Nabiullina
She was born in Ufa, the capital of Bashkortostan Republic, where she graduated from secondary school No. 31. Elvira Nabiullina: career in the Russian Ministry of Economy and cooperation with Putin
From 1994 to 1995, Elvira Nabiullina worked as Deputy Head of the Department of Economic Reform (DER) of the Russian Federation, where she was responsible for state regulation of the economy. From that moment on, her figure became extremely important for the development of the aggressive statehood of the Russian Federation, which consists in capturing the territories of sovereign states that share a border with Russia and are not members of the NATO military alliance.
She continued her career at the DER, becoming first deputy head from 1995 to 1996, and then head of the department and a member of the board of the Ministry of Economy in 1996.
Between 1997 and 1998, Nabiullina was Deputy Minister of Economy under Yakov Urinson. She was actively involved in commissions on economic reforms, reform of the housing and utilities sector, reform of accounting and financial reporting, as well as the interdepartmental commission on cooperation with international financial and economic organizations.
While serving in these positions, Nabiullina first met Vladimir Putin, with whom she later collaborated at various stages of her career.
In the Commission for Economic Reforms, Nabiullina worked with Anatoly Chubais, the first deputy prime minister and finance minister who was replaced in 1998 by Sergei Kiriyenko as prime minister.

In 1998, following the appointment of Yevgeny Primakov as Prime Minister of the Russian Federation, Elvira Nabiullina left the Ministry of Economy to become Deputy Chairman of the Board of Promtorgbank, where she worked until 1999. The bank was founded in 1992 and served mainly industrial enterprises.

Elvira Nabiullina's work for the Russian government
After a successful period of work as the head of the Expert Council, in September 2007 Elvira Nabiullina received a new appointment – she became the Minister of Economic Development and Trade of the Russian Federation, replacing German Gref. In the same year, she received a scholarship from Yale University to participate in the 4-month Yale World Fellows Program.
In May 2008, when Vladimir Putin became the new head of the Russian government, he appointed a new cabinet. Elvira Nabiullina continued her work as head of the Ministry of Economic Development and remained in office until 2012. After completing her work at the Ministry of Economic Development, she briefly served as an aide to the newly elected President of the Russian Federation, Vladimir Putin, from May to June 2012.
However, the most significant milestone in Elvira Nabiullina's career was her appointment as the Chairman of the Central Bank of the Russian Federation in June 2013. She also became a member of the Board of Directors. Since her first appointment, she has been re-elected to this position twice – in March 2017 and March 2022.
Negativity associated with Elvira Nabiullina
Alleged theft of 30 billion rubles (~$370m)
At the very beginning of her "great career," Elvira Nabiullina quickly got a taste of the Putin's circle money. One of the cases was a suspicion of theft of 30 billion rubles (about $370 million). From 2008 to September 2011, she was a member of the directors board of the Russian Venture Company (RVC), which was supposed to create a national investment system, together with Education Minister Andrei Fursenko.
An audit conducted by the Prosecutor General's Office of the Russian Federation found that 30 billion rubles (~$370m) transferred by the state to OJSC Russian Venture Company (RVC) was spent inefficiently. The audit found that RVC's authorized capital was formed at the expense of budgetary revenues by placing additional shares at a price higher than their nominal value. As a result, the treasury lost 1.78 billion rubles (~$22m).
Where is this money? It was stolen by Ms. Nabiullina, but of course, no punishment followed. And the reason is elementary: Putin allows his circle to steal. Or rather, their only goal is to steal enough to share with everyone, “Mr. Putin’s friends”.
The funds were transferred to the authorized capital of companies established with foreign participation. Funds intended for the development of the innovative economy of the Russian Federation were withdrawn from RVC to the United States to the accounts of companies registered there, presumably fictitious. The prosecutor's office points out that "the authorized capital of some of them is minimal, and one of them employed only one person at the time of the inspection. The prosecutor's office also revealed the transfer of funds to a Russian company whose owner had died before the mandatory re-registration and registration of the company with the tax authorities.
The prosecutor's office also accused RVC of wasteful spending. In 2007, the company's personal expenses amounted to 107 million rubles (~$1.315m), of which 36 million rubles (~$443k) were spent on salaries for 35 employees. The Prosecutor General's Office compares this figure to the state budget expenditure on boarding schools – 99 million rubles (~$1.218m). And in 2008, the RVC's own expenses increased to 290 million rubles (~$3.57m), twice as much as Rosnauka's spending on the federal target program "Research and Development in Priority Areas of the Russian Science and Technology Complex for 2007-2012."
Sanctions
- In April 2022, she was added to Canada's sanctions list along with Putin's daughters, Petr Aven, Mikhail Fridman, and Sergei Roldugin, all of whom were frozen and banned from entering the country.

Probable destruction of documents by fire
According to the article, in August 2018, a fire broke out in the Central Bank building. Supposedly, the burning office contained tender and project documentation for the Central Bank's IT projects involving third-party contractors. Among these papers were documents on the Central Bank's cooperation with the Lanit group of companies for 2 billion rubles (~$24.6m), on the development of a prospective payment system (PPS), a platform that ensures the independence of the domestic financial system and instant payments between its participants.
However, in early 2018, the Central Bank unilaterally terminated the contract, which led to a lawsuit filed by Lanit. According to the former deputy chairman of the Central Bank, Mikhail Senatorov, Lanit was not going to create a payment system from scratch, but planned to implement the developments of the Italian company SIA S.p.A. in Russia.
In April 2018, the founder of Lanit, Georgy Gens, died, he was linked to the illegal withdrawal of $22 billion from Russia.
Presumably, law enforcement agencies were studying Nabiullina's activities, in particular, the case of Lanit and the death of Gens. That's why there was a fire in the Central Bank to destroy documents. The situation is repeating itself: a huge amount of money has been stolen, and no one is accusing Nabiullina. This is because this money was simply received in unequal parts by Putin's elites involved in the theft, including Elvira Nabiullina herself.
Coverage for theft of public funds
According to the article, Nabiullina received complaints about the actions of her subordinates. The situation with the collective complaint received by Elvira Nabiullina from the Federal State Unitary Enterprise Zemlya indicates possible problems in the activities of her subordinates, as well as neglect of her duties as a manager. The complaint concerned the misuse of 19 billion rubles (~$234m) from public procurement that went through Rosreestr.
The complaint also pointed out that the executives of FCC Zemlya had given themselves substantial bonuses for creating a non-working website (1.15 million rubles or ~$14.1k), while ordinary employees were given only minimal amounts (1 thousand rubles or ~$12). Nabiullina, however, did not pay due attention to the complaint, and the problems at Rosreestr continued.
Molfar's OSINT community is convinced that Nabiullina was a conscious participant in the money laundering schemes, but this does not exclude the possibility that she still failed to provide proper control over her subordinates. In other words, while she was trying to steal money, she was unable to control the theft of smaller amounts by her subordinates.
Resignation
She opposed mobilization, either partial or full, as she believed that it would cause irreparable damage to the Russian economy. The RuKompromat portal wrote that Nabiullina tried to resign, but Putin did not accept her resignation. This information was confirmed by Ksenia Sobchak. The TG channel "General SVR" claimed that Nabiullina "allowed herself to make obscene remarks in a report to Putin, provoking her dismissal".
Illegal party
In 2009, she took part in an illegal party – hundreds of guests, including Valentina Matvienko, Mikhail Prokhorov and Elvira Nabiullina, organized a secret party on the museum's territory, on the military cruiser Aurora. However, events involving unauthorized civilians are prohibited on military installations. According to him, the museum director did not give permission for the event.
An accident with fatal results
In 2007, Nabiullina's official Audi A8 crashed into a Model 7 Zhiguli, and the driver of the Zhiguli died in intensive care 10 days later. The woman and her husband, who were riding in the Audi, left the scene of the accident without waiting for the police. No criminal case was opened.
Husband's cheating and sex scandals
In 2021, a video from the Mamaison All-Suites Spa Hotel in Pokrovka, which shows an intimate relationship between Nabiullina's husband Yaroslav Kuzminov and former HSE Vice President Valeria Kasamara, was posted on the Internet. The eg.ru portal claims that Nabiullina knew about this relationship and that it did not affect her or her husband's careers in any way. After the video was published, Mikhail Mishustin suggested that Kuzminov head an expert council under the Russian government.
In 2017, Kuzminov's subordinate Isak Frumin was involved in a sex scandal, and a video of his sexual relationship with his own subordinate, Maxim Petrov, was leaked to the Internet. According to the compromat.net portal, Frumin often accompanied Kuzminov to meetings in the Government and the Presidential Administration. Frumin also had a trusting relationship with the former Minister of Finance and KGO curator Alexei Kudrin, which allowed him to use his connections in the circles of the Russian elite.
Protectorate to relatives
In a 2013 Moscow-Post article about Mikhail Kurbatov, then Deputy Minister of Energy, it was pointed out that his career was directly related to the fact that he was a relative of Elvira Nabiullina, presumably on his mother's side. Kurbatov himself hinted at his family ties to Igor Sechin.
Kurbatov's initiatives were supported by the Russian government, including the requirement for the public sector to reduce electricity consumption by 15% by purchasing fluorescent lamps. In 2009, Kurbatov was caught up in a scandal related to his stay in Courchevel, payment of a fine for a damaged car interior and "hush money" to Russian media outlets that wrote about the incident. In 2012, he was appointed to the government commission on investment projects of national, regional and interregional importance.
In 2003, Kurbatov graduated from the St. Petersburg University of Economics and Finance, in 2004 he joined the MEDT as a leading specialist, and in 2010 he became the director of the department. Presumably because of Nabiullina's protectorate.
Criminal scheme with Vostochny Bank
In January 2019, Vostochny Bank was granted an 18-month installment plan to build up reserves to maintain its license, which was considered an unprecedented decision for the Russian banking system. This followed a conflict between the bank's chairman, Artem Avetisyan, and the investment fund Baring Vostok, which forced the state regulator to take control of the situation.
Despite a profit of 1.3 billion rubles ($16m), the bank had to add a reserve of 20 billion rubles ($246m) within a year and a half. In fact, Nabiullina enabled Avetisyan to find the missing funds, providing the bank with a year and a half without interference from the National Bank.
The ifb.name portal believes that Vostochny Bank is Nabiullina's "favorite" and hints that all Nabiullina's actions are aimed at colluding with Avetisyan to try to sell the non-profit bank to the Baring Vostok fund. According to this scenario, if Avetisyan fails to form a reserve, the fund will buy out the additional issue, which is a direct financial fraud involving the state.
Intervention in legal disputes
In 2016, lawyer Dmitry Kurochkin died in Finland. Since 2010, Kurochkin had been leading the trial of the conflict between IKEA and businessman Konstantin Ponomarev.
In 2010, the Russian division of Herbert Smith, where Kurochkin was a partner, signed a contract with the international corporation IKEA to resolve the conflict. Ponomarev tried to collect compensation from the Russian subsidiary of IKEA, IKEA Mos LLC, compensation for non-payment of the lease of diesel generators. Kurochkin's group was preparing a settlement agreement in this conflict. In the following years, Kurochkin was approached by law enforcement agencies for information about Ponomarev, and he was one of the most important witnesses in the case where Ponomarev was charged with crimes under Article 159(4) (fraud committed by an organized group or on an especially large scale) and Article 30(2) (preparation for and attempted crime) of the Criminal Code of the Russian Federation.
The case was initiated at the request of IKEA, as in addition to the 25 billion rubles (~$307m) in compensation under the settlement agreement, Ponomarev tried to obtain another 33 billion rubles (~$405.9m). During the interrogations, Kurochkin spoke about the involvement in the IKEA case of the then Deputy Head of the Ministry of Economic Development Sergey Belyakov and the former head of the department Elvira Nabiullina, who in telephone conversations with the head of IKEA John Rasmussen assured him of the company support by the Russian government.
Ponomarev offered Kurochkin to receive the maximum amount from IKEA after one of the interrogations. Kurochkin refused and informed his colleagues and IKEA representatives about the conversation. In 2016, he died, probably murdered in Finland.
Rumors about US citizenship and training under the State Department program
In 2021, a version of Nabiullina's and her family's Norwegian and US citizenship appeared on the Internet. Nabiullina was called a U.S. agent, and the evidence was that she had studied at the Yale World Fellows program in 2007. In 2010, Alexei Navalny graduated from the same program, and Svyatoslav Vakarchuk also studied under this program.
In 2021, the user Skeptimist published a post on Livejournal with a link to warandpeace.ru, stating that Nabiullina attended the International Visitor Leadership Program, allegedly funded by the US State Department, and that she could have been recruited by US intelligence services during the program.
As evidence, they cite the "facts" that information about her education in the United States has disappeared from Wikipedia (the English version of the Wiki still contains the information), and that all references to Nabiullina have been removed from the Yale University website, except for the section about her being a candidate for the program. Nabiullina is not among the graduates of the 2007 program, nor is there any mention of her.
